Distance and body weight are. So the conversion runs in two stages: steps to distance, then distance to energy.
Distance = steps × stride lengthCalories per minute = MET × 3.5 × kg ÷ 200
Average stride is roughly 0.67 to 0.78 m for adults, commonly approximated as height × 0.415 for walking. So 10,000 steps at a 0.75 m stride is 7,500 m — about 7.5 km.
A 70 kg person walking 10,000 steps at a moderate 5 km/h takes 90 minutes. Moderate walking is about 3.5 MET:
3.5 × 3.5 × 70 ÷ 200 = 4.29 kcal per minute × 90 = 386 kcal
Which produces the familiar rule of thumb of roughly 0.04 kcal per step for an average adult, or about 400 for 10,000 steps. Weight moves it substantially:

The gross figure includes the energy you would have spent anyway just being alive for those 90 minutes — roughly 1 MET. Subtract that and you get the additional burn attributable to the walk, which is about 71% of the gross number.
This distinction is where step-counting apps mislead people. If you are eating back your recorded burn, the net figure is the honest one, and using gross overestimates by around 110 kcal on a 70 kg walk — enough to erase a deficit over a week.
Speed matters less than people expect for a fixed distance. Walking faster burns more per minute but takes fewer minutes, so total energy for a given distance is broadly similar until you reach brisk speeds above about 6.5 km/h, where efficiency drops and the cost per kilometre rises. Hills, however, matter a great deal — an incline can double the MET value.
Not from research. The figure traces to a Japanese pedometer launched around the 1964 Tokyo Olympics called the manpo-kei, literally the ten-thousand-step meter. It was a marketing name that happened to be memorable, and it became a global health target without ever passing through a trial.
The actual evidence is more encouraging for most people. Large cohort studies have found that mortality risk falls steeply as step counts rise from very low levels, with much of the benefit accrued by around 7,000 to 8,000 steps a day and the curve flattening after that. The step from 3,000 to 6,000 is worth far more than the step from 9,000 to 12,000. If 10,000 feels unreachable, that is genuinely good news rather than a consolation prize.
The strongest reasons to walk are cardiovascular health, blood glucose control, mood, sleep and joint health — all of which are well supported and none of which appear in a calorie counter. Treat the number as a rough indicator, not a budget. This page is general information, not medical advice.

Per kilometre, running burns roughly 25 to 40% more because of the extra vertical work, and it takes far less time. Per hour the gap is much larger. Walking wins on joint load and sustainability.
